Meeting entry criteria only opens the assessment. It does not guarantee accreditation.

Two verifiable operating years

Formation, registration and history demonstrating at least two complete years of operation.

Identity and licences in good standing

Registration, identified officers, and relevant RBQ licence and work classes when required.

Suitable insurance

Commercial general liability, pollution liability when warranted by risk, and applicable worker coverage.

Acceptable professional reputation

Complaints, verifiable reviews, sanctions, litigation, client references and business history are examined.

Demonstrated competence

Technical leads, training, experience, equipment, calibration and suitable laboratories for each scope.

Methods and reports

Written protocols, health and safety, occupant protection, chain of custody, reporting and closure criteria.

A poor record may lead to refusal.

A pattern of credible complaints, deceptive reviews, sanctions, licence issues, unverifiable references, undisclosed serious litigation or a history incompatible with public protection may make an application ineligible or lead to refusal. One isolated review is not treated as sufficient evidence: severity, repetition, facts, company response and corrective action are considered.

Eligibility opens the assessment; it does not replace evidence. Documents are reviewed for the exact scope requested and must match practices actually used in the field.

Registration, organization chart, officers, technical leads, regions and critical subcontractor list.

Licences and insurance

Applicable RBQ licence and classes, insurance certificates, limits, exclusions and pollution liability when relevant.

Competence

Résumés, training, verifiable certifications, competence matrices, internal authorizations and knowledge-maintenance plan.

Health and safety

Risk assessment, respiratory protection, fit testing, containment, decontamination, emergencies and training evidence.

Technical methods

Scope procedures, trigger criteria, instruments, calibration, sampling, laboratories and interpretation.

Sample files

Anonymized assignments, plans, photographs, chains of custody, reports, recommendations and post-work verification.

Quality and complaints

Document control, report review, errors, complaints, correction, recalls and continual improvement.

Mark use

Controls preventing overstated scope, false affiliation, altered certificates or status shown after expiry or suspension.

After accreditation

Status may be suspended or withdrawn.

An accredited company must continue to meet the requirements of its scope throughout the validity period. RSBQ may investigate, require correction, suspend status or withdraw accreditation.

  • False, misleading or materially incomplete declaration
  • Required licence, insurance or competence expired or withdrawn
  • Uncorrected major or critical non-conformity
  • Confirmed serious complaint or practice that endangers occupants or workers
  • Failure to cooperate with surveillance, audit or investigation
  • Misleading use of the badge, certificate or an ungranted scope
  • Undeclared material change in officers, methods or subcontractors
